INTEL SEMIFINALIST NAMED AT SOUTH HS PDF Print E-mail

 Valley Stream Central High School District is proud to announce that Mariyam Qureshi, a senior at South High School, has been selected as a Semifinalist in the Intel Science and Talent Search Competition. The national Intel program is a premier accomplishment that highlights the top students in science research today. Mariyam is one of approximately 300 high school semifinalists nationwide competing for a chance at the finals and a trip to Washington, DC.

 

Mariyam’s project, entitled “Dynamics Underlying Tissue Integrity,” created an alternate solution to kidney failure in the form of an artificial kidney. Over the last two years, she worked with mentor Amit Ron, a post-doc at a mechanical engineering lab at Columbia University, on the beginning stages of the artificial kidney.  “I knew I couldn’t actually create an artificial kidney myself, but I wanted to contribute to a project like this,” Mariyam said of the honor. She chose the subject matter based upon a history of kidney failure in her family.

 

Currently in the top of her class at South, Mariyam has also been named an AP Scholar with Distinction and received Senior Division Honors with a separate project at the Long Island Science Congress last year. Although undecided about where she plans to attend college in the fall, she has chosen to major in either biology or pre-med. South High School has had two other Intel Semifinalists over the last ten years, as well as two Intel International Science and Engineering Fair winners.

 

Congratulations to Mariyam on this honor and best of luck in advancing to Finalist standing. Finalists will be announced at the end of January.

Preparing the 2012-13 School Budget

 

The “official beginning” of the 2012-13 school budget began on Saturday, January 7, 2012 when the Board of Education conducted a comprehensive tour of the four schools and held its first budget meeting.  The public was invited to join the School Board and Administration on Saturday, January 7 to review 2011-12 completed capital projects and be introduced to potential capital projects for 2012-13.  The schedule of school building visits was as follows:

 

  8:15 a.m.                                     Tours Began at North HS with a Continental Breakfast
  8:30 a.m. – 9:15 a.m.                   Building Tour – North High School
  9:35 a.m. – 10:20 a.m.                 Building Tour – South High School
10:35 a.m. – 11:20 a.m.                 Building Tour – Central High School
11:30 a.m. – 12:15 p.m.                 Building Tour – Memorial Junior High School
  1:00 p.m.                                    Budget Meeting – District Board Room

 

After a brief opportunity for lunch, the School Board met at 1:00 p.m. in the Board of Education meeting room located on the second floor of Memorial Junior High School.  At that time, Board members and Administration discussed their morning visits in terms of items that may be included in the proposed 2012-13 budget.  In addition, Administration reviewed projected Fund Balance for June 2012.

 

The Superintendent of Schools will present his preliminary budget during the Board of Education Committee Meeting of February 7, 2012.  At that time, the District should have received Governor Cuomo’s recommendations regarding state aid for 2012-13.  The Governor’s proposed state aid becomes one of the key building blocks of the budget process in that the school district has only a few “sources of revenue” with state aid and property taxes being the two major components. 

Given the continuing strained national and state economies, many difficult decisions may have to be made regarding educational programs and services for 2012-13.  All community members are encouraged to participate by attending School Board budget review sessions.

A Message from the Superintendent

 

Dear Valley Stream Resident,

 

I hope your holiday season was filled with joy, and I wish you a happy and healthy new year. As we move into this new calendar year, the Board of Education and I have already initiated discussions regarding the proposed school district budget for the 2012-13 school year. I have been working closely with my administrative team to develop a budget that is fiscally responsible for taxpayers and educationally sound for students.

 

The 2012-13 year will be one of many firsts for school districts throughout New York State. It will be the first year that we will be required to implement new Common Core Standards for education; the first in which we implement a new, mandated teacher evaluation system; and the first in which school districts must conform to the new 2% tax cap, signed into law by Governor Cuomo last year.

 

In addition to school districts, county, town and village governments, as well as other special districts, must adhere to this cap. There is no doubt that all forms of government need to be responsive to their constituencies by taking measures to control spending and seek out new efficiencies.

 

Our challenge as a school district will be to continue delivering a high-quality education program under this tax cap law. Districts can propose a budget with a tax levy increase exceeding 2%; however, this budget can only be adopted with a “supermajority” voter approval of 60% or better. The law does account for certain items in the proposed budget to be exempt from the 2% tax levy restriction, such as mandated contributions to employee and teacher retirements, court-ordered judgments, and voter-approved capital expenditures.

 

All proposed budgets carrying a tax levy increase of 2% or less will be subject to the traditional rules of school voting – budgets can be adopted with a simple majority of voter approval. However, unlike in the past, should the school budget be defeated twice, the budget moving forward must uphold the current tax levy, meaning there can be no tax levy increase making it tougher to improve or even sustain our existing program.

 

Your Board of Education and I are sensitive to the needs of Valley Stream’s taxpayers and agree that real property tax relief is needed. Given the realities of the new law and the absence of any relief from mandated costs handed down to us from the state, we will undoubtedly be faced with some very difficult decisions as we move further into the budget development process. I assure you that the Board and I will take every step to ensure that these decisions do not come at the expense of our children.

 

Public budget development workshops will begin in January. I encourage all residents to attend these meetings, ask questions and stay informed. We will keep you updated through The Observer, our website, the media and other forms of communication.
